WILLCOM and WILLCOM Okinawa are pleased introduce new price plans and optional services starting from June 1, 2007.
The WILLCOM 'Flat-Rate Plan', introduced in May, 2005, provides 24-hour, unlimited voice calling to 070 numbers and E-mail receiving at no additional charge, and was the first such service in the industry. The service has been well received by many subscribers who value restriction-free communication.
WILLCOM is now introducing new, Flat-Rate Voice Plans and expanding the available optional services to meet the needs of subscribers that use their phones mostly during business hours and to corporate subscribers in particular.

WILLCOM will add an automatic allocation service to its existing 'Cheaper Rate Talk Pack to Non-070' optional service. With this service, subscribers with multiple lines can use their free-calling time even more effectively for corporate and private calls.
The 'WILLCOM Business-hours Flat-rate Plan' and 'Cheaper Rate Talk Pack to Non-070' can be combined to give corporate customers and families who use their phones all day a WILLCOM Flat-Rate voice calling service with even-more-reasonable rates.
WILLCOM is also holding a 'Corporate Client Gratitude Fair', for corporate subscribers that subscribe through WILLCOM stores starting Thursday, March 15, 2007.
WILLCOM will continue to advance and develop PHS technology, using its strengths to provide valuable products and services to customers.

The 'WILLCOM Business-Hours Flat-Rate Plan' is a new Flat-Rate voice calling plan oriented to the needs of subscribers that use their phones mostly during business hours, and particularly to corporate subscribers.
The major features of the 'WILLCOM Business-Hours Flat-Rate Plan' are as follows:
- All calls made between 1am and 9pm to 070 numbers are included in the basic monthly rate of 1,900 yen (tax incl.).
- Calls to land-line phones and other mobile phones can be made for the reasonable rate of 10 yen/30 sec.
- Sending of e-mail to other mobile phones and PCs is free-of-charge.

| 2. 'Cheaper Rate Talk Pack to Non-070' Automatic Allocation Service |

| (1) Service overview |
The 'Cheaper Rate Talk Pack to Non-070' service is an optional package especially for the WILLCOM 'Flat-Rate Plan' and the WILLCOM 'Business-Hours Flat-Rate Triple Plan'. For a monthly charge of 1,050 yen (tax incl.), the service includes 1,260 yen's worth (tax incl.) of free talk time. From June 1, 2007, when subscribing to multiple lines with the same optional service, the service will automatically allocate the free-calling portion for calls between companies and calls among family.
Also, from March 1, 2007, WILLCOM is offering the 'Automatic Roll-Over Service', for left-over free talk time. Subscribers will be able to bring their unused balance forward, so they can use their WILLCOM 'Flat-Rate Plan' or WILLCOM 'Business-Hours Flat-Rate Triple Plan' more effectively and without waste when combined with the 'Cheaper Rate Talk Pack to Non-070' option.
