WILLCOM to Expand the 'WILLCOM Flat Rate Voice Plan',
Free Fixed Plan to Become More Convenient

WILLCOM, Inc. and WILLCOM Okinawa are pleased to announce the expansion of WILLCOM's 'Flat Rate Voice Plan' from 1st March 2007.
WILLCOM's 'Flat Rate Voice Plan' now freely offers the following services 24 hours a day at a low monthly rate of 2,900 yen:

| 1) | Calls to numbers beginning with 070 (calls to WILLCOM and other PHS phones) |
| 2) | Sending and receiving e-mails (including other phone companies and personal computers) |

From March 1st, customers who subscribe to more than 3 'Flat Rate Plans' will be able to make use of the 'Family Pack' and 'Corporate Discount for WILLCOM Flat Rate Plan' at a rate of 2,200 yen per plan.
'WILLCOM Flat Rate Plan' will be available not only to spouses, but also to anyone in the family at the reasonable rate. Corporate clients can also look forward to cheaper rates when they introduce the plan to SOHOs and other departments in their companies.
In addition, 'WILLCOM's Flat Rate Plan' offers reasonable rates to mobile phones of other companies (13.125 yen per 30 seconds) and land lines (10.5 yen per 30 seconds). When the automatic carry over service available in the optional 'Talk Pack to non-070' service starts from March 1st, it will allow users to receive cheaper calls not only from 070 numbers, but also calls made from other companies' mobile phones and ordinary land lines.
WILLCOM will continue to develop inexpensive yet high quality communication services independent of time slot restrictions.
*As a surcharge of 10.5 yen per 30 seconds applies after 2 hours and 45 minutes of continuous connection to a WILLCOM voice handset or to phones of other phone companies,customers are advised to cut the line and call again. Calls may be cut off if they exceed 16 hours of continuous connection to prevent abuse and misuse.
