Extends Flat-Rate Plan Free Call Service to All 070
Numbers, Introduces New Option Service

WILLCOM, Inc. and WILLCOM Okinawa are pleased to announce the extension of the 'WILLCOM Flat-Rate Plan', which provides free telephone calls to 070 numbers operated by WILLCOM, to 070 numbers operated by other PHS companies, in a bid to make the plan easier and more enjoyable to use. The new service will be available beginning October 20, 2006.
WILLCOM will also offer the 'Cheaper Rate Talk Pack to Non-070' service,
providing cheaper call rates to fixed lines and mobile
phones beginning December 1, 2006. This service, which
is only available to customers who subscribe to the
WILLCOM Flat-Rate Plan, will allow customers who frequently
place calls to non-070 numbers to take full advantage
of the plan.
WILLCOM hopes that their new '070 Flat-Rate' service
will offer an attractive new benefit to its customers
and further enforce WILLCOM's efforts to improve the
brand image of 070 while providing enjoyable and easy-to-use
communication services featuring low flat rates, high
sound quality, low electromagnetic waves and smart phones
in its exciting range of products for which the Company
is known.

| Extension of WILLCOM Flat-Rate Plan |
| The WILLCOM Flat-Rate Plan is a
plan whereby users pay 2,900 yen/month to make
unlimited calls to other WILLCOM phone users,
and send and receive e-mail and direct mail. This
new service will be extended to all numbers beginning
with 070, regardless of the operator, thus allowing
users to make free calls to all 070 numbers. |

Free e-mail with WILLCOM e-mail

mobile phones are also free. |

Continuous calls to 070 numbers exceeding 2
hours 45 min will be charged at 10.5 yen /30 sec.
Calls that last longer than 16 hours may be cut
off. |

| New option service, 'Cheaper Rate Talk Pack to Non-070' |
WILLCOM will also introduce a new
service, 'Cheaper Rate Talk Pack to Non-070', which provides 1,260
yen of free calls, equivalent to a maximum of
60 minutes of call time to fixed lines, 48 minutes
to mobile phones, and 40 minutes to the USA, to
customers who subscribe to the WILLCOM Flat-Rate
Plan. This service allows customers who make frequent
calls to non-070 numbers. To take full advantage
of their existing plans.
Details are as follows:
