| WILLCOM Announces International Telephone Service

WILLCOM, Inc. and WILLCOM Okinawa, Inc. are pleased to announce WILLCOM International Telephone Service, encompassing 240 countries and territories worldwide. This service can be used economically without applying in advance, further expanding the scope of communication using WILLCOM.

This is an economical international phone service, encompassing 240 countries and territories, which can be used from all WILLCOM phones. No application is necessary; the service can be used simply by dialing 010, followed by the other person’s country code and phone number.

If the other person’s phone number (area code, city code, or mobile phone number) begins with [0], omit the [0] when dialing.

| 2. Rates |
WILLCOM International Telephone Service is available at the following low rates (uniformly around the clock). No monthly fee is necessary.
