| Willcom and Willcom Okinawa will begin
in late November 2005 a new Data Fixed Rate Plan for customers
using its Willcom Fixed Rate Plan voice service. Used
in conjunction with Willcom's new voice handsets scheduled
for release in the same period, customers will be able
to access the Internet comfortably and at a reasonable
price.

Willcom has already launched its free
"Willcom Fixed Rate Plan" which, for only the price of
the basic monthly usage fee, can be used for voice telephone
calls with other Willcom handsets as well as email (including
email with other company mobile phones and PCs), and which
has proved popular with customers.
Now, we are offering a "Data Fixed Rate Plan" which "Willcom
Fixed Rate Plan" customers can use as a standard fee for
4x packet data communications. Furthermore, together with
the launch of the "Data Fixed Rate Plan", a new voice
handset has been put on sale. A full browser has been
pre-installed in the new voice handset, and it is in response
to the use of 4x packet data communications. Under this
plan, "voice", "mail", and "4x packet data internet" can
now all be used for a Fixed Rate. With the assurance provided
by the "Fixed Rate" as the key, Willcom offers a newer
form of "communications luxury". |

a PC, non-Willcom providers on the internal browser, and

* When combined with the use of a
voice handset, the charge is calculated by adding the
number of data packets on voice handset number to the
number of data packets used on PC.
* However, when the number of packets on a voice handset
exceeds 360,000, the number in excess of 360,000 is
not counted and the charge will not exceed 3,800 yen.
